Coordinating a Community Response to End Homelessness

United Way of the CSRA’s Continuum of Care (GA-504 CoC) brings together community partners to create a unified, strategic approach to preventing and ending homelessness across Richmond County and the surrounding area. Through collaboration, data, and shared accountability, this initiative works to ensure that every individual and family has access to safe, stable housing and the support needed to maintain it.

We envision a community where everyone has a safe, affordable place to call home—and the resources needed to sustain it.

What We Do

The Continuum of Care is led locally by the Augusta Homeless Task Force (HTF), a coalition of service providers, nonprofits, faith-based organizations, local governments, and community leaders. Together, this group serves as the central planning and coordinating body for addressing homelessness in Richmond County and the surrounding area.

By aligning efforts across agencies, the Continuum of Care creates a more efficient and effective system—one that prioritizes prevention, rapid access to housing, and long-term stability for those experiencing or at risk of homelessness.

Our Approach

The Continuum of Care focuses on building a coordinated, data-driven system that:

  • Connects individuals and families to housing and supportive services
    Improves access to emergency shelter, transitional housing, and permanent housing solutions
  • Uses data to inform decisions, improve outcomes, and guide community strategy
  • Aligns local efforts with state and federal priorities, including those set by the U.S. Department of Housing and Urban Development (HUD)

Our Mission

The mission of the Continuum of Care is to lead a coordinated community effort that works to end homelessness by:

  • Expanding access to housing and essential services
  • Delivering support where individuals are, through a streamlined and responsive system
  • Increasing the availability of safe, affordable, and supportive housing options

The Homeless Task Force is responsible for:

  • Coordinating the local homeless response system, including outreach, shelter, housing, and supportive services
  • Supporting HUD CoC Program funding efforts by helping develop applications, performance reports, and community priorities
  • Promoting data quality and system performance through collaboration with the local Homeless Management Information System administrator
  • Facilitating communication and coordination among local stakeholders
  • Advancing equity and evidence-based solutions to reduce homelessness and improve outcomes for vulnerable populations

Community Collaboration in Action

Through strong partnerships and ongoing coordination, the Continuum of Care not only responds to homelessness—but works to reduce its occurrence and duration, improve outcomes for individuals and families, and promote equity across the entire system of care.

Membership

Ending homelessness requires a collective effort. The Continuum of Care welcomes individuals, organizations, and community leaders who are committed to making a difference. By working together, we can build a stronger, more connected community where everyone has the opportunity to thrive. Members include representatives from local and state government, nonprofit and faith-based organizations, housing and service providers, healthcare agencies, and concerned citizens.

Each participating organization designates a voting representative to ensure consistent engagement, informed decision-making, and shared leadership across the Continuum of Care. Participation offers members the opportunity to collaborate, share resources, influence local priorities, and contribute to system-wide improvements.

Meetings

The Homeless Task Force meets monthly on the fourth Thursday of each month at 3:00 p.m. at the Kroc Center. Meetings provide a forum to review community needs, share program updates, discuss data and trends, and plan coordinated responses to homelessness.

Current Opportunities

HMIS Local Administrator

The Homeless Task Force is currently requesting letters of interest from qualified organizations to serve as the local Homeless Management Information System (HMIS) administrator. This role is essential to ensuring accurate, timely, and secure data collection and reporting across all Continuum of Care programs, supporting performance measurement, funding compliance, and informed decision-making.

Point-in-Time Count

Each year, the Task Force conducts an annual Homeless Point-in-Time (PIT) Count to identify the number of individuals and families experiencing homelessness in our community on a single night. This critical data helps inform funding decisions, measure progress, and guide local strategies.
